Kampala, Uganda – The Ministry of ICT and National Guidance has entered a new partnership aimed at accelerating the adoption of artificial intelligence (AI) and digital innovation across the country.
The agreement, formalised through a Memorandum of Understanding (MoU), was signed by Permanent Secretary Dr Aminah Zawedde in collaboration with the United Nations Health Industry Foundation. The Prince Kimbugwe Foundation has been brought on board as a local implementation partner.
According to officials, the partnership will focus on key areas such as AI technology transfer, digital innovation, youth skills development, smart agriculture, and international exchange programmes.
Speaking at the signing ceremony, Dr Zawedde highlighted the importance of the collaboration in advancing Uganda’s long-term development agenda. She noted that the initiative aligns with the country’s ambition to transform into a $500 billion economy by 2040.
“This MoU supports our national vision. It will equip our people with modern digital skills and open up opportunities for international exposure, including exchange programmes in China,” she said.
Under the arrangement, partners plan to establish AI laboratories, promote joint research, and provide specialised training for Ugandan youth and ICT professionals. The programme is expected to play a key role in strengthening the country’s digital capacity.
Officials estimate that up to 50,000 Ugandans could benefit from the initiative through job creation and skills development over the next few years.
Chairman of the UN Health Industry Foundation, Chunxiao Huang, described the agreement as a long-term investment in Uganda’s future. He pointed to plans to integrate AI into sectors such as agriculture and urban development, including the potential development of smart cities.
“This partnership will create thousands of jobs and support Uganda’s journey towards modern, technology-driven growth,” he said.
The MoU will run for an initial three-year period and will focus on emerging technologies, youth empowerment, and international collaboration.
Government officials say the initiative is expected to strengthen Uganda’s ICT ecosystem, improve productivity in key sectors like agriculture, and position the country as a regional hub for digital innovation.
